Purchasing Agent, GS-1105

Definitions:

EXPERIENCE: One year of work experience is twelve months working full-time (at least 35-40 hours per week). Part-time experience can be pro-rated (i.e., a year at 20 hours per week is credited as 6 months of experience). If your position consisted of mixed duties, experience credit is given for the percentage of time that you spent on qualifying duties (i.e., if you held a position for 2 years, full-time, consisting of 25% personnel work and 75% budget work, and then applied for a budget position you could calculate your experience as follows:. 2 yrs = 24 months. 24 months x 75% [percentage of time spent on budget duties] = 18 months of qualifying experience.)

UNDERGRADUATE EDUCATION: A year of undergraduate education is 30 semester hours, 45-quarter hours or the equivalent of college study. This education must have been obtained in an accredited college or university for which high school graduation or the equivalent was a prerequisite.

GRADUATE EDUCATION: In the absence of specific graduate program information, a year of graduate education is 18 semester hours or 27 quarters hours of graduate level college course work, or the number of credit hours the school attended has determined to present 1 year of full time study. This education must have been obtained in an accredited college or university. Graduate education may be credited as specialized experience required above GS-5 ONLY in those instances where it is directly related to the work of the position.

For GS-05:

Applicants must meet one of the following to qualify for the GS-05 level: One year of specialized experience in or directly related to this position that equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of this positions. To be creditable, the required specialized experience must have been equivalent to at least the GS-04 level in the Federal service. Examples of GS-4 level work may include: gathering information; following instructions given; conducting comparison purchasing; performing a full range of assignments consisting of related steps, processes, or methods; completing recurring assignments; performing work requiring judgment in selecting appropriate guidelines and procedures from among a number of specific references.

**OR a full four years of progressive, successfully completed education above the high school level in any field. This education must have been obtained in an accredited business, secretarial, or technical school, junior college, college, or university.

**OR equivalent combinations of successfully completed post-high school education and specialized experience my used to meet the qualification requirements for GS-5. Only progressive education in excess of the first 60 semesters hours or 90 quarter hours (i.e., beyond the first two years) of a course of study is creditable toward meeting the specialized experience requirement. For GS-06:

Applicants must meet one of the following to qualify for the GS-06 level:

One year of specialized experience in or directly related to this position that equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of this position. To be creditable, the required specialized experience must have been equivalent to at least the GS-05 level in the Federal service. Examples of GS-5 level work may include: gathering information based on specific instructions given by supervisor and preparing and presenting data in conventional format; having completed training in general commercial acquisition regulations (e.g., Small Purchases or Simplified Acquisitions training); performing standard and nonstandard assignments involving different and unrelated processes or methods in varying sequence; performing work that requires an extensive knowledge of rules, operations, or business practices; following accepted practices in resolving nonrecurring problems and meeting deadlines; utilizing extensive guidelines in the form of instructions, manuals, and regulations.

**OR applicants may substitute successful completion of 1/2 year of appropriate graduate level education (9 semesters hours, 13.5 quarters hours or the equivalent) in a field of study directly related to the work of this position for the required one year of specialized experience. Graduate education may be credited only when it is clearly directly related to the work of this position and equipped the applicant with the knowledge, skills and abilities to perform successfully the duties of this position.

For GS-07:

Applicants must meet one of the following to qualify for the GS-07 level:

One year of specialized experience in or directly related to this position that equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of this position. To be creditable, the required specialized experience must have been equivalent to at least the GS-06 level in the Federal Service. Examples of GS-6 level work may include: providing others with information on procurement practices and regulations; working with minimum instruction in the area of small purchasing; applying previously acquired procurement training to make open market awards for temporary services, office machines and equipment, and maintenance services; processing a wide variety of transactions subject to different sets of rules and regulations; identifying issues or problems and seeking alternative solutions consistent with applicable regulations; working independently in completing assignments.

**OR applicants may substitute successful completion of 1 year of appropriate graduate level education (18 semester hours, 27 quarter hours, or the equivalent) in a field of study directly related to the work of this position for the required one year of specialized experience. Graduate education may be credited only when it is clearly directly related to the work of this position and equipped the applicant with the knowledge, skills and abilities to perform successfully the duties of this position.

For GS-08:

Applicants must meet one of the following to qualify for the GS-08 level:

One year specialized experience equal to GS-7 in or directly related to this position that equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of this position. To be creditable, the required specialized experience must have been equivalent to at least the GS-07 level in the Federal Service. Examples of GS-7 level work may include: making competitive or sole-source small purchases by collecting data to determine price reasonableness, preparing written solicitations, tailoring special terms and conditions, determining if quotations are responsive, if substitutions are acceptable, selecting or tailoring for special handling items; discussing equitable price adjustments for modifications; determining whether to recommend termination of accepted purchase order.

**OR applicants may substitute successful completion of 1 1/2 year of appropriate graduate level education (27 semester hours, 40 1/2 quarter hours, or the equivalent) in a field of study directly related to the work of this position for the required one year of specialized experience. Graduate education may be credited only when it is clearly directly related to the work of this position and equipped the applicant with the knowledge, skills and abilities to perform successfully the duties of this position.
