Actions Permitted During the USGS Hiring Freeze

Types of actions permitted:

  • Intergovernmental Personnel Act
  • Reemployed Annuitants
  • Faculty Appointments
  • Any competitive or excepted appointment where the incumbent serves at the will of the appointing official and can be separated at any time
  • Extension of appointments not-to-exceed September 30, 2011
  • Career ladder promotions
  • Term Appointments not-to-exceed 2 years
  • Post Doctoral Appointment not-to-exceed 2 years

Types of actions for which the Executive Leadership Team (ELT) Member must approve an exception:

  • Permanent Appointments (e.g., Career/Career Conditional Appointments, Reinstatements, Transfers from other Federal agencies, Reassignments from other Department of the Interior bureaus)
  • Appointments that confer conversion to permanent employment
  • Term Appointments more than 2 years
  • Post Doctoral Appointments more than 2 years
  • Conversion to Term or excepted service appointments that confer conversion to permanent employment
  • Extension of appointments beyond October 1, 2011
  • Promotions and reassignments
